There are two main races of elves native to the world in which Dalsundria is set,  neither of which is very common.  First there is the Alfar,  a fey race of preternatural beauty and grace.  Then there is the Dockalfen,  a weird and reclusive race.  They have a reputation as being malicious and spiteful,  a reputation not wholly undeserved.  The Alfar tend to have pale skin ranging from light peach to bone white,  with the lighter tones having a distinct bluish cast.   Their hair may range any of the human hues along with iridescent black and pure mithral silver.  Their eyes may be almost any color of the spectrum.  Dockalfen have chalk white skin and hair,  though their hair sometimes yellows with age.   Their eyes range from yellow to blue to the pale red of true albinism,  they long ago retreated from the light,  and their appearance suggests it.

The flavor of these elven races are a bit different than the standard elves, so I have changed the level limits to reflect this.

Ability score adjustments and racial packages: both racial packages cost 45 points,  Note:  both subraces of elves are effectively immortal,  thus are immune to natural disease (magical disease effect them normally,  and there are some specifically elven diseases) and aging attacks.  They do however "leave the realms of men"  when they reach their maximum age as per the players handbook,  though this is usually due to boredom. 

Alfar receive a +2 to charisma and a +1 to dexterity,  they receive a -2 to constitution and a -1 to strength.  The standard Alfar racial package is sword bonus,   bow bonus,  Infravision 90',  resistance,  less sleep,  and deadly accuracy  (a new 15pt elven ability,  it allows the elf to add his racial bow bonus and missile attack adj. from dex to damage when using a bow)

Dockalfen receive a +1 to intelligence and a +2 to dexterity,  the receive a -1 to constitution and a -2 to charisma.  The standard Dockalfen posses spell abilities,   Infravision 120',  resistance,  bow bonus,  sword bonus,  and illusion resistance (a 5pt ability that makes the elf 30% resistant to all illusion/phantasm spells)
